Cut AIDS, Cut VAT condoms
08/11/2007 - Petition to cut VAT on condoms.
An online petition launched today, 8 November 2007, urges EU governments to cut VAT on condoms to tackle the growth of AIDS in Europe.
The European Parliament Socialist Group will present the petition to government ministers ahead of World AIDS Day on 1 December. Hundreds of Facebook users have already joined a group on the social networking site to support the campaign under the slogan "Cut Aids Cut VAT on Condoms".
Across Europe, VAT rates currently range up to 25 per cent in Sweden and Denmark. The 27 EU member states are free to fix their own VAT rates on condoms. The only requirement under EU law is that they set a minimum rate of five per cent.
Said Socialist Group vice-president Jan Marinus Wiersma, who launched today's online petition at www.socialistgroup.eu :
"HIV-AIDS is not just an issue for developing countries or specific groups in society. The World Health Organisation confirms that new HIV infection rates are growing in its European region. In the European Union 26,984 newly diagnosed cases of HIV infection were reported in 2005. The predominant mode of transmission is heterosexual.
"Cutting VAT on condoms to the minimum rate would be both a practical step in tackling AIDS and a powerful symbolic gesture on World AIDS Day.
"People power can spur governments to act. We urge people across Europe to take a few minutes to sign our online petition and to join our Facebook group."

Members of the European Parliament have launched a campaign on the social networking web site 'Facebook' to cut tax rates on condoms in an effort to curb increasing HIV and AIDS rates in Europe.
Hundreds of Facebook users already have joined the group, "Cut AIDS, Cut VAT on Condoms," to show their support for the campaign. The group plans to present a petition to government ministers ahead of World AIDS Day.
In the European Union (EU), value added tax rates vary. Ireland has a 21 per cent VAT rate on condoms, which is the highest in the European Union. The United Kingdom last year reduced VAT on condoms from 17.5 per cent to 5 per cent.
There were 26,984 new HIV cases in the European Union in 2005. IPPF news.

08/11/2007 - Une pétition en ligne pour un abattement de la TVA sur les préservatifs.
Une pétition en ligne, dévoilée ce 8 novembre, presse les gouvernements européens de baisser la TVA sur les préservatifs afin d’enrayer l’augmentation des cas de sida en Europe.
Le Groupe socialiste du Parlement européen soumettra cette pétition aux ministres dans la perspective de la Journée mondiale contre le sida, fixée au 1 er décembre prochain. Des centaines d’utilisateurs de Facebook se sont empressés de constituer un groupe sur le célèbre site web de réseau social pour appuyer la campagne sous le slogan : « moins de sida, moins de TVA sur les préservatifs ».
En Europe, la TVA la plus élevée se situe en Suède et au Danemark avec un taux de 25%. Les vingt-sept pays membres sont libres de fixer eux-mêmes leur propre niveau d’imposition sur les préservatifs sans toutefois descendre en-deçà de 5%, seule condition requise par le droit européen.
Le vice-président du Groupe socialiste, Jan Marinus Wiersma, parrain de cette campagne inaugurée sur le site www.socialistgroup.eu, a indiqué :
« Le sida ne concerne pas seulement les pays en développement ou des groupes sociaux particuliers. L’Organisation mondiale de la santé assure que les nouveaux cas de sida augmentent dans la zone européenne. Dans l’Union européenne, seule, 26.984 nouveaux cas ont été diagnostiqués en 2005. La maladie se transmet essentiellement par le mode hétérosexuel ».
« Abaisser la TVA sur les préservatifs jusqu’au taux le plus bas serait à la fois un moyen concret de lutter contre le sida et un geste symbolique puissant en vue de la Journée mondiale contre le sida ».
« Le pouvoir populaire peut inciter les gouvernements à agir. Nous exhortons les gens, de par l’Europe, à prendre quelques minutes de leur temps pour signer cette pétition en ligne et rejoindre notre groupe au Facebook ».
